PROJECT SUMMARY
HISTORY: The airport was originally constructed as a private facility in 1946. In 1969 the County purchased the airport and paved the runway to a length of 4,560. In 1989 the runway was extended to its current length of 5,000. By the mid 90s the facility began to feel the limitations of apron space and lack of landing navigation aids.
SCOPE OF PROJECT: The total project consists of several phases as follows:
Land Acquisition. Acquisition of Land for Safety Area, Approaches and Development. Develop first phase of T-Hangars (19).
Terminal Area Phase. Terminal Area including Apron, Terminal Building and Parking. Addition of partial Parallel Taxiway.
Runway Development Phase. Runway 26 Extension to 5,500 and partial Parallel Taxiway. Runway Widening to 100 and Strengthening will provide greater margins of safety and utilization by corporate aircraft. A Parallel Taxiway for Runway 8 will provide the Airport with a full parallel taxiway that will enhance the operational safety of the Airport.
JUSTIFICATION:
Improve Safety. The number of users and operations has dramatically increased; we lack sufficient ramp space for the aircraft. Additionally, a longer runway and improved overruns will allow a greater margin for safety for larger aircraft using the facility.
Improve Accessibility. In addition to sufficient runway length, all corporate pilots desire an instrument approach capability that will allow them to utilize the airport under adverse conditions. The initial GPS Instrument Approach was published June 13, 2002. The County, Division of Aviation and FAA Flight Procedures are currently discussing the possibility of lowering the minimums for the existing approach and adding an additional approach. The installation of navigational aids and establishment of a non-precision instrument approach will greatly improve the utility of the airport, and allow corporate executives to plan and complete meetings with local officials and industry.
Economic Development. 360 of the Fortune 500 companies utilize corporate aircraft. A community without adequate airport facilities cannot even compete in todays marketplace. Those communities, however, offering well-designed and attractive airports put their best foot forward and especially impress first-time corporate visitors. Our plans include building a modern new terminal that will offer both corporate and community meeting rooms.
Employment. The construction of additional apron space, widening and lengthening the runway, and building a new terminal will require material and services from businesses in our area. Also, as the airport grows, employment opportunities at the airport itself will increase as aircraft and aircraft-related businesses expand.
STATUS OF PROJECT: The Airport Layout Plan has been completed and approved by the NC Department of Transportation on behalf of the Federal Aviation Administration. Four tracts of land totaling eighty six acres have been acquired; a 150 X 150 corporate hangar has been constructed; construction of 10 T-hangars is completed; a GPS instrument approach was published in June, 2002. Permits have been obtained from the Corps of Engineers and Department of Water Quality for the complete expansion program. Funding has been secured to widen the runway from 75 to 100 for additional safety and strengthen the runway to 60,000 lbs. Construction of runway improvements is scheduled for September, 2005.
